Does Ventura Use Chloramine or Chlorine?

The city’s report puts the running annual average at 2.5 ppm against a state maximum of 4 ppm, so the level is well within legal limits — it is simply present, all the time, in every tap in the service area.

Ventura draws from three places: the Ventura River, purchased surface water from Lake Casitas, and the Mound, Oxnard Plain and Santa Paula groundwater basins. Water from those sources travels a long way through a large distribution network before it reaches a kitchen faucet, and that distance is most of the reason the city chose chloramine in the first place.

Chloramine vs. Chlorine: What’s the Difference?

Both are disinfectants and both do the same job. The difference is chemistry and staying power.

Free chlorine is chlorine on its own. It is a fast, aggressive disinfectant, and it dissipates fairly quickly — which is why a glass of chlorinated water left on the counter overnight tastes better in the morning.

Chloramine is chlorine combined with ammonia. It disinfects more slowly but lasts far longer in the pipes, and it does not off-gas. That persistence is the entire point: a city with miles of distribution main needs the disinfectant still working at the last house on the line, not just at the plant.

Three practical consequences follow from that difference:

  • Chloramine produces fewer disinfection byproducts. Free chlorine reacts with organic matter to form trihalomethanes and haloacetic acids. Chloramine forms far less of both, which is a real health benefit and a common reason utilities switch.
  • Chloramine has a milder taste and smell. Most people notice it less than chlorine, which is why some households have chloramine in their water for years without realizing it.
  • Chloramine will not air out. The trick that works on chlorine — letting water stand, or boiling it — does essentially nothing to chloramine. This is the single most common misconception about it.

Is Chloramine in Drinking Water Safe?

For most people, at the levels Ventura maintains, yes. The EPA regulates chloramine as a disinfectant residual and sets the limit at 4 ppm; Ventura runs below that.

There are three groups for whom it genuinely matters, and none of them are the general public:

  • Dialysis patients. Chloramine must be removed from water used in dialysis. It passes through the membrane and into the bloodstream, where it damages red blood cells. Dialysis centers handle this with dedicated treatment, but home dialysis requires specific filtration — talk to your care team.
  • Fish and aquarium owners. Chloramine is lethal to fish and to the beneficial bacteria in a tank’s biological filter. Standard dechlorinators do not always neutralize it. If you keep fish in Ventura, you need a conditioner rated for chloramine specifically.
  • People with respiratory sensitivity. Some people report irritation from chloramine vapor in hot showers, particularly in small unventilated bathrooms.

Everyone else is dealing with a taste, smell and water-quality preference rather than a health risk. That is a perfectly good reason to filter it — it is just a different reason.

How Do You Remove Chloramine From Water?

Chloramine is harder to remove than chlorine because the ammonia bond is stable. Standard filters that handle chlorine well often let chloramine through. These are the methods that actually work.

Catalytic carbon filtration

Regular activated carbon adsorbs chlorine effectively but struggles with chloramine. Catalytic carbon is treated to break the chlorine-ammonia bond rather than simply adsorb it, and it is the standard media for chloramine reduction. Contact time matters — the water has to stay in the media long enough to react, which is why an undersized filter underperforms even with the right carbon in it.

Reverse osmosis for drinking water

A reverse osmosis system under the kitchen sink handles chloramine along with the dissolved solids, taste and odor issues that come with Ventura’s water. Most RO systems include a carbon pre-filter that does the chloramine work before the membrane, which also protects the membrane itself — chloramine degrades RO membranes over time, so the pre-filter is doing double duty. This is the right choice if your concern is drinking and cooking water.

Whole-house filtration

If the issue is showering, bathing, or the smell throughout the house, point-of-use filtration will not reach it. A whole-house water filter treats every fixture, which is the only way to address chloramine in shower steam. Given that Ventura also runs very hard water, most households looking at whole-house treatment end up considering softening at the same time.

What does not remove chloramine

Worth stating plainly, because these come up constantly:

  • Letting water stand. Works on chlorine. Does almost nothing to chloramine — it can take days.
  • Boiling. Also works on chlorine. Boiling chloramine off takes far longer than any normal cooking time, and concentrates other minerals while you wait.
  • A water softener. Softeners exchange hardness minerals. They are not designed for chloramine and will not remove it. If you have a softener and still smell something, this is why.
  • A basic pitcher filter. Most use standard activated carbon with very short contact time. Some reduce chloramine slightly; none remove it reliably.

How to Test for Chloramine in Your Ventura Home

Because chloramine has a milder odor than chlorine, you cannot judge it by smell the way you can with a heavily chlorinated supply. Two ways to find out where you stand:

Check the city’s annual Consumer Confidence Report, which every utility is required to publish. It gives you the system-wide average, though not what is coming out of your particular tap after the water has traveled through your neighborhood’s mains and your home’s plumbing.

Or have it tested at the tap.
